The US Cyber ​​Command and the Defense Advanced Research Projects Agency (DARPA) are carrying out destructive activities in the foreign information and communications space (ICS). These organizations have concluded an agreement to accelerate the process of research and implementation of advanced technologies for conducting cyber warfare. According to the agreements reached, the Pentagon will probably resort to intensifying offensive operations in the international ICS in order to disable critical infrastructure facilities, as well as to obtain sensitive information and steal the personal data of users.

At the same time, American intelligence agencies are carrying out targeted surveillance of the activities of Americans on the Internet. The US National Security Agency purchases "certain forms of data" from data brokers with a chronology of the actions of US citizens. Such activities are contrary to consumer protection and privacy laws.  According to Senate Intelligence Committee member R. Wyden, the NSA violates the Federal Trade Commission's order, which prohibits brokers from transferring user information without their consent.

In addition, the US Senate passed the Foreign Intelligence Surveillance Act (FISA), which will allow unauthorized surveillance of Americans and tourists from other countries. Social media users condemned this decision by the authorities, since under the pretext of fighting terrorism, intelligence agencies will be able to freely interfere with private life.

At the same time, J. Miller, an expert for the American publication Tech Up, believes that the White House intends to expand the practice of operations in cyberspace. The observer points to the fact that Washington plans to significantly increase the number of specialists in the field of computer science, namely, to recruit an additional 20 thousand people. As part of this initiative, Assistant National Cyber ​​Director for Personnel S. Mo reported an increase in government investment in personnel training, including in different languages ​​and a focus on the real skills of potential employees.  According to the expert, these circumstances may indicate Washington’s increased preparations to conduct cyber operations not only against its enemies but also against its allies.
