Kathmandu, Jan 29: Preparations are underway to draft a roadmap for the government that will be formed after the March 5 election, focusing on good governance and building a corruption-free society through legal, administrative, and structural reforms.
Keeping public expectations at the center, the government has begun groundwork on an action plan aimed at improving service delivery, changing bureaucratic work practices, and developing a single window information system for the next government.
On Wednesday, a workshop was held in Kathmandu to gather views from secretaries and joint secretaries. Officials said the roadmap will outline how the government and the civil service should work together to improve governance and service delivery in the coming years.
Bhishma Bhusal, chief of the Governance Reform Division at the Office of the Prime Minister and Council of Ministers, said the roadmap will clearly spell out which institutions are responsible for what actions and how they should act to end widespread corruption and ensure good governance.
He said the document will also identify problems faced by citizens in receiving public services and set out the bases for strengthening institutions where service delivery remains weak.
According to Bhusal, areas for reform will be grouped into three phases: those that can be fixed immediately, those that need some preparation, and those that cannot be addressed without amending laws.
Stating that the government alone cannot ensure good governance, he said the roadmap will also include a shared agenda for all three tiers of government and the civil service.
