Kathmandu, Nov 29: Education, Science and Technology Minister Mahabir Pun said the appointment of vice chancellors should not be based on political loyalty. Speaking at NAST’s assembly, he said the selection of vice chancellors and secretaries must be guided by merit, capability, neutrality and national and international reputation. He stressed that scientists with recognised international profiles should be considered for such posts.

Pun said NAST should serve as a guardian institution for all scientists. He suggested that the scientist to staff ratio should be 80 to 20 or 70 to 30. He added that staff should play supportive roles and that NAST must grow into a scientific centre that encourages innovation, invention and enterprise driven research.
