
Kathmandu, Sept 29: Civil society groups and legal experts have criticized Home Minister Om Prakash Aryal’s directive stopping police from arresting protesters linked to September 8–9 vandalism and arson. The order followed the detention of about 100 people.
Aryal argued that the inquiry commission is handling the matter, but experts warned the move risks encouraging lawlessness. Constitutional expert Bhimarjun Acharya said failure to act against crimes spreads a sense of statelessness.
Critics also noted the decision contradicts PM Karki’s earlier pledge that vandalism would not go unpunished. Political analyst Krishna Pokharel said sparing real perpetrators under the guise of restraint could undermine public security.
