Kathmandu, Aug 29: CPN (Maoist Centre) deputy general secretary Janardan Sharma said the party has failed to establish internal democracy. Speaking at an interaction in Butwal on Thursday, Sharma remarked that the policy of keeping only those who praise the leadership has backfired.

He said, “Because of the problems in advancing democracy, the kind of human resources, the expertise, and the capacity we talk about could not enter the party or contribute to agenda-based debates.”

According to him, the absence of leadership with the ability to strengthen democracy has prevented capable individuals from rising to leadership and has stopped governance from being transformed into true public service. “There is no broad public participation. Talks of good governance and transparency have remained limited to speeches only,” he said.

Sharma further stated, “The question of whether the people have actually enjoyed the achievements of the 2006/07 people’s movement has become a serious issue for communist parties and others that have formed coalitions to enter government.”

Though the system is described as a federal democratic republic and inclusive democracy, he said doubts remain about whose democracy it actually is. “We had said that a federal democratic republic must belong to the people, but where has it gone? Where did we fail?”

He added, “If you look from the perspective of farmers, they are not getting fertilizers on time, they lack irrigation, they do not get fair prices for their produce, and are forced to protest on the streets. If it were truly people’s democracy, these issues would have been addressed.”

Sharma also said that constitutional provisions have not been enjoyed by the public. “Political parties have not been clear on these matters. The party should have been an organization with the capacity to recognize and implement these issues, with the competence to carry them forward,” he said.
