
Kathmandu, Aug 26: Former Prime Minister and senior CPN (Unified Socialist) leader Jhalanath Khanal said the Millennium Challenge Corporation (MCC) agreement with the United States has divided the country.
Addressing the concluding ceremony of the Kasthamandap Dialogue in Kathmandu on Monday, he remarked that the MCC pact was endorsed without ensuring national consensus and has therefore created division in the country. “Any international treaty or agreement must be presented to Parliament in advance, and this provision should be clearly mentioned in the constitution,” he said.
He stressed that international treaties and agreements should not become tools for the ruling parties’ interests and maneuvering. He said the MCC compact was passed by the Federal Parliament under shameful circumstances and warned that such incidents must not be repeated in the future.
Khanal added that the MCC was approved without proper homework, discussion, or consensus, and cautioned against treating it as a precedent to be applied to institutions or the country in the future.
