The House of Representatives has finally passed the budget amid protest and boycott of the session by two opposition parties—Rastriya Swatntra Party and Rastriya Prajatantra Party.
As the Lower House remained disturbed over the visit visa scam, the budget was endorsed through a fast-track method by discussing the Appropriation Bill only for a week.
After the lawmakers expressed their views on the Appropriation Bill, most of them criticising the government for allocating more budget only in a few home districts of powerful leaders, the ministers responded to their queries in haste. Even on Saturday, the discussions continued, paving the way for its endorsement on Tuesday.
Before the House of Representatives passed the budget with the majority, Prime Minister KP Sharma Oli, Home Minister Ramesh Lekhak and other ministers responded to the lawmakers' queries.
In his address, Prime Minister Oli claimed the budget was balanced and urged the lawmakers to withdraw the amendment proposals. He also announced that the government removed the 'Take and Pay' provision introduced for the power generators.
Earlier, the private sector and even the Nepali Congress leaders were against the 'Take and Pay' provision.
It was even reported that Nepali Congress President Sher Bahadur Deuba warned Deputy Prime Minister and Finance Minister Bishnu Paudel on Monday that the budget would not be endorsed if the 'Take and pay' policy was not removed.
Now HR will send the endorsed budget to the National Assembly.
After the Upper House endorses the budget, it will come into effect from July 17.
DPM Paudel unveiled a budget of Rs. 1964 billion on May 29 for the fiscal year 2025/26.
