The 15th general convention should be held within 2025 if party president Sher Bahadur Deuba honestly abides by the party statute.  But that looks unlikely considering Deuba’s nature.

Party leaders from the rival faction led by Dr. Shekhar Koirala and even party general secretary Gagan Kumar Thapa are exerting pressure on Deuba to hold the general convention within the deadline.

Both Dr. Koirala and Thapa are touring the country in preparation for the 15th general convention. Dr. Koirala has already announced his candidacy for the post of party president. Although Thapa has not announced his candidacy, he is also preparing ground to contest the election for the top post. Both the leaders are arguing that the party has no alternative to holding the general convention by December this year.

Even Min Bishwakrama, the chief of the party’s publicity department recently said in Bhairahawa that the convention will be held in time.

However, the reality is otherwise. The general convention begins with the distribution of the party’s active membership but the party has not started distributing the active membership although it sent the active membership cards to the lower committees with a circulation as to how the active membership distribution should be completed.

After deciding the active members, the ward-level convention is held and after the ward-level convention, the municipal-level convention is held. Then Provincial Assembly constituency-level convention takes place before holding the House of Representatives level constituency-level convention. Then district and province-level conventions take place. Only after holding the six layers of convention, the central convention is held. So, it is time-consuming. Also the convention will be impossible during monsoon and festival season.  When the active membership is not distributed by February, completing the lower-level convention before November looks impossible and without holding the lower-level convention, the general convention cannot be held in December. It is an HR constituency-level convention that elects representatives for the central-level convention. As such, the convention looks possible only after the general elections in 2027.
