What will be the impact of the suspension of the USAID funding, particularly in the context of a potential shift in US foreign policy under a new administration focused on an “America First”?
Potential USAID suspension and “America First” policy:
A possible reason behind USAID changes could be a desire to align foreign spending more closely with a perceived “America First” agenda and scrutinize spending on projects considered not in US interests. As it is stated, “[Trump] wants foreign expenditures to be closely aligned with his ‘America First’ approach and that the international development sector has had a profound impact on humanitarian programs around the world.”
There is an implication that some believe the current system involves funding projects deemed “ridiculous” and not in the best interest of the US.
Historical significance of USAID in Nepal:
USAID has been a significant development partner in Nepal for over 70 years, contributing approximately $1.5 billion since 1951.
Key areas of USAID support include: health, education, agriculture, infrastructure, economic growth, humanitarian assistance, and women and children’s empowerment. These areas would be affected by any suspension of aid.
USAID has played a vital role in combating HIV/AIDS, supporting peace-building efforts during political transitions, and building capacity in various sectors.
Impact of aid cuts on Nepal’s NGO sector:
It could be suggested that the potential cuts could disrupt the NGO sector in Nepal, which relies heavily on USAID funding.
Trump administration’s suspension of USAID assistance created a sudden upheaval in Nepal’s NGO sector, which has long depended on funding as a lifeline.
Controversy surrounding USAID funding and projects:
It can be acknowledged that some USAID funding in Nepal has been controversial, stemming from political, social, and operational challenges. A 90-day freeze on foreign aid programs leads to a halt in government and NGO activities funded by USAID grants in Nepal.
The role of Elon Musk, leading an investigation into foreign projects and USAID, could be mentioned as potentially impacting Nepal.
The Millennium Challenge Corporation (MCC) Project:
The MCC project, a US grant program in Nepal, is mentioned as having been put on hold. “According to an email sent by the US aid agency Millennium Challenge Corporation (MCC) on February 13, the MCC project has been suspended.” The Ministry of Finance has also issued a press release stating that the MCC project has been stopped.
Nepal-US diplomatic and trade relations:
Nepal was one of the first countries in South Asia to establish diplomatic relations with the US. The 75th anniversary of diplomatic relations could be mentioned, underscoring the long-standing ties.
We can review the historical royal visits to the US, further emphasizing the historical relationship. The US is a crucial trading partner for Nepal, particularly for exports like garments, handicrafts, paper products, jewellery, and agricultural goods. There was a decline in garment exports after the end of the Multi-Fiber Agreement (MFA) quota system in 2004.
The importance of diversifying Nepali products for the international market, particularly through the Generalized System of Preferences (GSP), is emphasized. There is also a mention of a Trade and Investment Framework Agreement (TIFA) between Nepal and the US, signed in 2011.
The importance of the US-Nepal relationship:
It could be emphasized the continued importance of the diplomatic relationship for Nepal’s sovereignty and development. It is noted that America’s help during the 2015 earthquake was very meaningful for Nepalis. The US should understand that Nepal has worked towards freedom and equality.

Job losses in the NGO sector and potential setbacks in poverty reduction efforts. Reduced access to essential services for vulnerable populations, including those affected by HIV/AIDS.
