Just one week ahead of the beginning of the winter session of the House of Representatives, the government issued six ordinances, which is surprising. In a democracy, the parliament’s job is to develop or amend laws. Undermining the House session, the government decided to issue ordinances, which have been highly criticized by all sectors.

As small parties supporting the present government objected to the ordinance related to land management, the government didn’t present the ordinances on the first day of the beginning of the House session. Reports state that Janata Samajwadi Party Nepal led by Upendra Yadav made a big claim by demanding the DPM and home or foreign ministry portfolio, the ruling alliance fell into a problem as the NC and UML lacked a majority number in the National Assembly. Meanwhile, another partner in the ruling alliance, Loktantrik Samajwadi Party led by Mahanta Thakur also objected to the ordinance related to land saying that the government may misuse the government land and forest by distributing the land to the party workers in the name of managing squatters. Meanwhile, Thakur seemed convinced and became ready to vote in favor of the ordinances. Now, the NC leaders are saying that they have managed the necessary number to endorse the six ordinances.

To bring ordinances in a hest and bypass the House is itself an undemocratic practice. Moreover, making all efforts to endorse the ordinances from both houses has created suspicion about the intention of the government.  

The government is openly brokering on behalf of the vested interested groups. For example, the government is putting pressure on the Nepal Electricity Authority to supply electricity to those industries which have not paid the electricity bills worth billions of rupees. On the other hand, those domestic consumers of electricity are compelled to pay electricity bills on time, otherwise, a heavy amount of fine is charged to them.  

Already, it is said that some brokers are active in running the government and the government issued ordinances under the pressure of those brokers who are going to benefit from the amendment of laws. Be that as it may, it is an attempt for a policy-loot.
