The government issued six ordinances on the eve of the winter session of the House of Representatives, however, when it could not secure a majority in the National Assembly, withdrew the ordinances from the roster of Parliament on the first day of the meeting. Again, it has not attempted to present the ordinances in the Parliament meetings.
The government bags a comfortable majority in the House of Representatives, but it lacks a majority in the National Assembly. The government lacks three votes to claim a majority in the National Assembly, and it had wished to bag support from the Janata Samajwadi Party Nepal, led by Upendra Yadav. Yadav, in the last hours, made a big claim to support the ordinances, from which the government is facing trouble.
The government has two options: either endorsing the ordinances by fulfilling Yadav’s demand or allowing the expiration of the ordinances after completing 60 days.
Failure to endorse the ordinances will be a serious setback for the majority government.
It is believed that the ordinances were issued under Prime Minister K.P. Sharma’s pressure. However, a section of leaders in the Nepali Congress are against the ordinances.
A large section of independent observers and also all the opposition parties in the House of Representatives have opposed the ordinances, saying that they have been brought into the vested interests of some brokers and businessmen.
The ordinance related to land management can be misused in exploiting the public land and forests by distributing them to the party workers in the name of managing squatters.
Also, removing the provision of not taking profit above 20% in the investment related has been objected by economic observers saying that this point has been removed in the interests of the businessmen and those businessmen will get rid of punishment even if they take profit above 20%.
Of late, on Wednesday, the JSP-Nepal said that it may consider five ordinances, however, it cannot vote for the ordinance related to land management.
Oli wants the endorsement of all six ordinances and the ordinance related to land management is important to him. Therefore, Oli is buying time to present the ordinances in Parliament.
