
The Nepali Congress and the UML, partners in the present alliance, have practically accepted that the present constitution is non-functional. The evidence is that the government enjoys a majority in Parliament, yet, escaping the House and issuing one after another ordinances in amending laws. There are dozens of bills waiting for an endorsement from the House but the MPs, responsible for drafting laws, are spending time just enjoying their salaries and allowances but reluctant in developing laws. Perhaps, to avoid unnecessary hurdles and debates, the government relies on ordinances.
The government paid due bills worth 22 billion rupees to the construction companies. This became a big news. As there was a shortage of funds in the treasury, the government failed to clear the bills years after the completion of the project work. The Finance Minister knows the pain of the nation’s revenue situation. The government should manage above 15% of the budget just for pensions and elderly citizens’ allowances. Every year, the amount is going to be increased. The government cannot change the salary amount allotted for the civil servicemen. The salary scale and other facilities for civil servicemen are comparatively low in the region. The government cannot increase salaries and facilities as the balance sheet doesn't tally. As the salary scale is low, the government is giving the message to the civil servicemen that manage the deficit amount to meet their household expenditure through commission and corruption.
The government, while drafting a budget for every new fiscal year, sets hypothetical revenue targets. Every year, the government increases revenue targets hypothetically. Moreover, similar mistakes are repeated in receiving foreign grants and aid and foreign debts as well. This is the reason that the government has failed to implement the budget or manage expenditure.
The budget balance has been derailed since Nepal adopted the federal structure due to which, non-productive sector expenditure has increased tremendously, whereas, the revenue side has failed to meet its target even after widening the taxation net. Due to the expansion of the taxation net, the taxpayers are being squeezed although, they are not getting minimum facilities from the government. Such a trend has made a chain impact. The purchasing capacity of the general public has declined and their livelihood has become very difficult. They see no options except for going abroad to get a job.
To conclude, Nepal cannot bear the load of federalism. If the present political system is going to be continued, it may boost livelihood of the political leaders and their workers but the nation will suffer. Furthermore, if we continue this expensive system, the nation may declare bankruptcy. We should not undermine this reality and scrap the present political system as much as possible to start the process of making the nation prosperous.
