By Our Reporter After the arrest of Chhabilal Joshi, former Deputy Inspector General (DIG) of Nepal Police, from Shankhamul, Kathmandu, on Sunday evening, Rastriya Swatantra Party chairman Rabi Lamichhane has been restless fearing his arrest. On Sunday, immediately after Joshi's address, Lamichhane reached the Bansthali-based party office where a big crowd gathered. Lamichhane addressed the gathering that he could be arrested at any time. However, he instructed the party workers to protest his arrest in case he is detained. He also invited the lawmakers and leaders who were on a 10-day visit to China to return immediately and all 14 members of the visiting team returned on Wednesday. Former DIG Joshi has been taken to Pokhara to collect his statement, and probably based on his statement Lamichhane will be held within a few days. Joshi was detained by a team from the Kathmandu Valley Crime Division at the request of Kaski District Police, and Lamichhane is another accused of the same case. A parliamentary special probe panel formed to investigate the cooperatives scam implicated Joshi along with Gorkha Media Network's Chairman GB Rai, then managing director Rabi Lamichhane, who is also the President of Rastriya Swatantra Party, and Kumar Ramtel, a director of the same company for embezzling cooperatives funds. Earlier, Home Minister Ramesh Lekhak had directed the Nepal Police to implement the report prepared and submitted by the parliamentary special investigation committee. Meanwhile, the District Court of Kaski has granted permission to remand Joshi in custody for five days. A bench of Judge Chandrakanta Poudel extended Joshi's remand for five days. Joshi, 59, a shareholder of Gorkha Media Network Pvt. Ltd., was presented to the court on Monday afternoon by Kaski Police, seeking a 10-day remand order. Police are seeking to investigate Joshi on charges of cooperative fraud, organised crime, and money laundering. Joshi was arrested on charges of defrauding Surya Darshan Savings and Credit Cooperative, located in Nalako Mukh of Pokhara Metropolitan City-4. A few months ago, Kaski Police raided Joshi’s house and seized documents related to Surya Darshan Cooperative and the television channel. The parliamentary special investigation committee had recommended legal action against Surya Darshan’s chairman Than Bahadur Budha, former chairman Gitendra Babu (GB) Rai, GB’s brother Bhupendra Rai, member Kumar Ramtel, then-director Joshi, and managing director Rabi Lamichhane for misusing the cooperative funds. Among the accused, five are still in judicial custody. Out of the 19 persons charged, 13 are on the run. On August 7, 2023, police filed a case against 19 individuals in the District Court of Kaski. Since then, the police have further investigated Surya Darshan following complaints and protests from the victims of the cooperative. Meanwhile, cooperative victims have protested in front of the Kaski District Administration, demanding the arrest of Rabi Lamichhane. Victims from cooperatives like Surya Darshan in Pokhara staged their protest right in front of the administration's gate on Monday. The victims had previously filed a complaint against Lamichhane in January. Likewise, RSP activists demonstrated at Shahid Chowk in Pokhara, asserting that Lamichhane should not be framed. Chapter 8 of the parliamentary committee’s report mentioned that the cooperative fraud case was subject to the Cooperative Act 2017, sections on forgery under the Criminal Code, the Organised Crime Prevention Act 2013, and the Anti-Money Laundering Act 2008. The seven-member parliamentary committee headed by lawmaker Surya Bahadur Thapa Chhetri of CPN-UML comprised Sarita Bhusal of the same party, Ishwari Neupane and Badri Pandey of Nepali Congress, Lekhnath Dahal of CPN (Maoist Centre), Shishir Khanal of the Rastriya Swatantra Party and Dhruba Bahadur Pradhan of the Rastriya Prajatantra Party as its members.
