The central committee meeting of the Nepali Congress concluded on Monday by endorsing the proposal of party General Secretary Gagan Kumar Thapa not to forge a pre-election alliance in the 2027 elections.
The meeting that started on August 7 lasted for more than three weeks. When party president Sher Bahadur Deuba had to hold several rounds of talks with two party general secretaries and other office bearers to reach a consensus on the proposals of the two general secretaries, Gagan Kumar Thapa and Bishwa Prakash Sharma, the meeting lasted for weeks.
The meeting was called to endorse the proposals submitted in the party general committee meeting held in February this year. It is noteworthy to mention here that Maoist Chairman Pushpa Kamal Dahal had ended his alliance with the NC because of the proposals discussed in the NC's general committee meeting. However, now after NC severed its relations with the Maoists and formed a coalition government with the UML, it passed the proposals by making some amendments to them.
However, Deuba had to reject the exit policy proposal submitted by General Secretary Sharma. Sharma had proposed that no NC leader will be elected the President more than once, prime minister more than twice, ministers more than thrice and lawmakers more than four time. Now the party decided to discuss these issues during the amendment to the constitution. Had Sharma's proposal been endorsed, Deuba could not have become the Prime Minister in 2026 as agreed between the NC and UML while forging the present alliance on July 1.
Similarly, the meeting endorsed the proposal of Thapa to hold the 15 the general convention of the party in time. Thapa and the rival faction leaders were exerting pressure on Deuba to hold the 15th general convention by December 2025. However, the meeting decided to hold the general convention only in time without fixing a date, which could be interpreted differently allowing Deuba to extend his term by a year.
Thapa who has been strongly opposing the pre-election alliance for a long has succeeded in endorsing his proposal. The NC filed only 90 candidates for the 165 seats of the House of Representatives under the first-past-the-post electoral system in the 2022 elections. It won only 57 seats of them and lost one of them in the by-election held in Tanahun. Had NC filed candidacies in all 165 seats, it could have won at least 80 seats by taking advantage of the division in the UML. Moreover, the pre-election alliance frustrated the NC voters and they voted against the candidates of the alliance and the party especially in the proportional electoral system. Thapa wanted to correct this, and he has succeeded for now.
But it is not sure whether the party will abide by the decision if the 2027 elections are held before the 15th general convention of the party, because many leaders in the establishment faction want to give continuity to the pre-election alliance.
