
There is a popular saying in Nepali, “Chorlai Chautari, Sadhulai Soolee” (rewarding the thieves and punishing the sages). The chiefs of the Central Investigation Bureau (CIB), who opened files related to different scandals are now being interrogated by the Nepal Police Department against their suspicious activities. The Minister for Energy and Water Resources has dismissed two board members of the Nepal Electricity Authority on the allegation of performing non-cooperation with the government on the Prime Minister’s order for resuming electricity to the industries which have denied paying the NEA dues. We know, those industries run by some controversial businessmen who exploited the sugarcane farmers and also exploiting the government facilities. Prime Minister K.P. Sharma Oli gave the order to reconnect the electricity line to the industries which have not paid electricity dues worth billions of rupees. The NEA takes a heavy fine and disconnects electricity lines to the commoners if they fail to pay the electricity dues. However, the NEA seems helpless in collecting dues from the industrialists due to political intervention. Commoners faced 16 to 18 hours of load shedding when the NEA diverted electricity to the industries. The owners of the industries had agreed to pay double the NEA tariff during the electricity shortage. However, now, they have decided to use political power to exploit the government coffer.
The government has given the message that performing duty honestly is prohibited in Nepal. Those who are involved in malpractice, corruption and commission, are being rewarded and those who are performing duty honestly are being punished. The message is that the government servicemen should not work honestly. However, those corrupt government servicemen, who chose to close their eyes on the political level of corruption and malpractices, are being rewarded. Not only at present but also in the past, when the then CIAA chief, Lokman Singh Karki attempted to catch big fish, faced an impeachment case. Accordingly, the then Supreme Court chief justices Sushila Karki and Chholendra Shumsher Rana faced impeachment cases from parliament when they became a threat to the supreme leaders of the political parties. The fact is that the present coalition government was formed just to suppress some sensational scandals. Hence, we believe that the corruption trend is not going to be controlled under the present political system.
