This is because its boundary is big and broad in its area and subject and covers the whole country and people. They are not limited to the specific area and subject like any other organizations working and serving the country. They aim to develop the nation and work for the welfare of all in all aspects of life. So the party leaders and their members have a big responsibility to take the country on the correct path in a righteous way. For this reason, they must have the broad motive of serving the nation selflessly as they have chosen this path which is quite different from other paths of doing business, running industries and factories, or working as civil servants, army, and police personnel. One who takes other jobs, we know they expect some salary, remuneration, or profit. At the same time, we know the party leaders and their members are not supposed to expect any salary or profit. Theirs are not paid jobs. They must know that they do not get anything in cash and kind. The party people cannot be called honest and sincere if they join the party hoping to get some kind of salary by some means. That will undoubtedly be the source of corruption if they do. We are witnessing corruption in all the local bodies because of the immoral motive and conduct of political representatives, different from their open selfless motive, which should be controlled. As the political leaders and workers are not supposed to get a salary, in the same way, the professional people who join the service - civil, army, police or teachers, and professors get a salary when at work and receive a pension when they get to retire. They are not supposed to be involved in politics. They should not cross their professional boundary and get involved in politics for or against any political party. They must work inside the boundary of their profession until they get a salary, pension, or any other profit from the state treasury. If they do, we must have a rule that they cannot have a professional job and the profit they get from that job. I think all the political parties should agree to make this rule in the county if they want unpolluted honest, professional service in the nation for the betterment of the country and its people. In the absence of this rule in our country, our professional people from the civil, police, and army are involved in politics. The political parties are politicizing professional people. We all know that has been a cause of professional degradation. As a result, now we see some high-position retired people of different services in politics. They are doing politics enjoying the professional pension, and not taking the role of the country's free-thinking intellectual citizens, which is very necessary to take the country on the right path. In this regard, we can give the name of many ex-IGPs, including the late D.B. Lama, Dhruba Bahadur Pradhan, to recently retired Sarbendra Khanal and ex-Chief Secretary and Ambassador Lila Mani Poudel. From this point, we can assume that they were in politics when they were in their jobs and were working for their parties and were not cooperating with the parties they opposed. That would not have been the ethical duty and role of the government servants. The other thing I want to say is something about the head of the country. In theory, we say the head of the country should be free from politics, which means above politics. On the other hand, the head of the government will be from the political party and acts as a political leader in the multiparty democratic system. Until 2008, we had the King with kingship as the head of the country, which was the institution above politics. But we removed it and replaced it with the President. We all know parties elected the President, one among them. The Nepali Congress Party elected the President and made Dr Ram Baran Yadav one of the Nepali Congress leaders when they were in power. Naturally, he behaved and conducted his work as the leader of the Nepali Congress Party openly and secretly. The Nepal Communist Party (UML) made the present President Bidya Devi Bhandari when they were in power, and President Bhandari worked as the leader of their party, which she was. Now the parties and leaders who made the President one among their party leaders or followers under the rules speak against the President's conduct when the situation is unfavorable to them. That is ridiculous. When you plant an apple tree, naturally, it gives the apple fruit. How can someone expect oranges from the apple tree? A tiger behaves like a tiger, not a dog. That is simple. So if we want the head of the country above politics, we should make the King the head of it or make the rule to elect someone who was never in politics directly or indirectly. They should be among the well-reputed professional personalities of the country. Besides, we must add a rule that the person who has become the President can never be in politics. Even after the term of the presidency, if any president joins the political party and acts as a politician, they will not be entitled to receive all the facilities, including the salary, allowance, etc., given by the country.
