Kathmandu, 24 September: In order to influence the voters before the election, the government is giving non-budgetary disbursements on various topics. Only after the announcement of the election, the government has transferred over Rs. 45 billion. It is a serious violation of existing laws. According to Rule 32 of the Financial Procedures and Financial Responsibility Regulations 2077, the government cannot transfer funds, sources and additional disbursements until the first three months of the beginning of the financial year. In the said rule, it is mentioned that 'Until the end of the first quarter period and the budget is not allocated, the amount can be transferred'. But the government has flouted even this provision of the regulation. Rs 200 million has been given from out of the Red Book for the upgradation of Mahakali-Bagbazar-Ugratara road in Dadeldhura, the home district of Prime Minister Sher Bahadur Deuba while Finance Minister Janardhan Sharma's home district, Rukum West, has been given Rs 114.45 million from outside the annual budget for the construction of Chaurzahari Football Stadium.
