The nation marked the 7th Constitution Day on Monday. However, people showed no enthusiasm for the national day. Instead, a group of people gathered at Maitighar on Constitution Day tried to burn a copy of the constitution when an official function attended by the President and the Prime Minister was progressing at the Army Pavilion in Tundikhel.
The government gave a public holiday and the government offices were illuminated in the evening, still many people looked unaware of the national day. It is because the Constitution has not been all-accepted even seven years after its promulgation.
While in the Tarai, the people argue that the national charter has discriminated against them, and the Madhes Province government does not observe the day. However, this year, Upendra Yadav, chairman of Janata Samajwadi Party-Nepal, issued a greeting message on the occasion. His was the first Constitution Day message in seven years. The Terai-based parties had waged a violent movement immediately after the promulgation of the Constitution in 2015.
On the hill, many people are not happy with the provisions of secularism and federalism inserted in the Constitution, which they claim were done in the design of foreign forces. Moreover, pro-royalist people and the supporters of the Rastriya Prajatantra Party are against the Constitution for abolishing the aged-old monarchy.
The leaders of the mainstream parties have been continuously violating the Constitution to fulfil their petty interests. Former Prime Minister KP Oli violated it for his personal gains.
Present Prime Minister Deuba replaced Oli with the slogan of correcting the anti-constitution activities of Oli did not correct it. Instead, he issued an ordinance to split the UML and impeached the Chief Justice fearing actions against some of the leaders of the ruling alliance.
It was natural that the people who have been witnesses of all these activities did not show any interest in Constitution Day.
HoR term ends without issuing several important laws

The term of the House of Representatives ended on Saturday after President Bidya Devi Bhandari prorogued its session on the recommendation of the government.
The House of Representatives completed its term by surviving two dissolutions at the interval of six months. Former Prime Minister KP Sharma Oli dissolved it twice in December 2020 and May 2021 but the Supreme Court reinstated it both times terming Oli’s move as unconstitutional. After its second reinstatement in July 2021, the UML obstructed the House proceedings for nine months preventing it from doing any important business. Only after facing a defeat in the local polls in May, the UML ended the obstructions, and the House had only four months to work. As a result, the House failed to draft and endorse several laws required for the functioning of the Constitution.
The House of Representatives could not decide 27 Bills registered with it including some important Bills like those associated with the Disappeared Persons and Truth and Reconciliation. Likewise, 14 bills have remained pending in the Upper House. All these Bills have now become inactive. In sum, the first term of the House could not be fruitful because of the conflict between the parties especially after KP Oli-led government dissolved it on December 5, 2020.
