It is still not certain whether President Bidya Devi Bhandari will certify the controversial Citizenship Bill or keep it on hold as done by late King Birendra.
Obviously, she is under pressure to certify the bill because constitutionally she has no option but to endorse it. Yet she can hold it pending in the name of seeking suggestions from the court. If the term of the House ends before she certifies the bill, it will become void.
Many pro-nationalist leaders have been meeting her urging her not to certify the bill. But she has little option constitutionally and because of her past activities, because she had issued an ordinance which had a similar provision that is in the bill, she may be unable to reject it. As such, she will become a target of the ruling alliance and face accusations of showing double standards.
And if she holds on to the Bill, she needs to step down, and the vice president will act as acting president, who can endorse the bill.
But still, she may write her name in history if she keeps pending the citizenship bill, but that looks impossible because of the political situation in the country.
