Kathmandu, 9 August: At the invitation of Chinese Foreign Minister Wang Yi, Foreign Minister Narayan Khadka is leaving for China tonight. This is the first high-level visit to China from Nepal after the Deuba government was formed in July last year.
Officials at the Ministry of Foreign Affairs have categorically stated that there will be no agreement within the framework of the Belt and Road Initiative (BRI) during the visit. Although China wants to advance cooperation within the BRI framework, the Deuba government wants to limit itself to normal bilateral cooperation. "It is the government's policy not to enter into any project agreement or agreement within BRI," said the official.
Minister Khadka will repeat to his Chinese counterpart Wang that under the BRI, Nepal has a policy of only taking concessional loans or grants from China. There is a policy of not taking commercial loans under BRI. China wants to sign the BRI Implementation Plan Agreement at the earliest and expedite projects under it.
In 2017, Nepal signed the BRI Framework Agreement. Since then, not a single development project has been implemented . Four governments were formed in Nepal after signing the agreement with China on cooperation in BRI. However, concrete talks with China to advance the project under BRI has not been held till date.
After joining the BRI, Nepal sent a list of 35 projects to China in 2018. However, later at the request of China, Nepal decided to proceed with only nine projects from 35. The nine projects identified include construction of Kerung-Kathmandu railway, upgrading of Rasuwagadhi-Kathmandu road, construction of Kimathanka-Hile road, construction of Galchi-Rasuwagadhi-Kerung 400 kV transmission line, construction of Tamor hydropower project, construction of Madan Bhandari Technical College and Phukot Karnali hydropower project, the road from Dipayal up to the Chinese border and the Tokha-Bidur road.
