Since M Adhikari appeared on a committee of the UML party organization, a new debate has started and pressure has mounted on Maha Prasad Adhikari, governor of the Nepal Rastra Bank saying that a governor cannot be associated or affiliated with any of the political parties. The UML party has already clarified that M Adhikari is not governor Maha Prasad Adhikari but it is Manoj Adhikari, still, the ruling parties and even Prime Minister Sher Bahadur Deuba are trying to oust the sitting governor. Earlier too, then finance minister Janardan Sharma tried to suspend governor Adhikari but the Supreme Court reinstated him. Finally, on the charge of manipulating customs duties, Sharma was compelled to quit the ministerial post. Presently, Sharma is under investigation by the parliamentarian probe committee. When the government was unable to terminate the governor through the legal provisions, now, the parties in the government mobilized their sister organizations in the street demonstration to oust the governor. Supreme Court chief justice Cholendra Shumsher Rana is facing an impeachment case. According to the constitutional provisions, a parliamentary committee had to start an investigation on the impeachment case and Rana had to face punishment if the parliamentarian committee could prove his mistake. As the present parliament is unable to manage the necessary number for endorsing the impeachment case on CJ Rana, the government has decided to keep pending the case. These are the evidence of anarchism performed by the political parties. Meanwhile, these are the symptoms of the failure of the present political system. We all know that all appointments, including appointments in the constitutional bodies and ambassadorial posts, are based on the candidates’ political affiliation. If one is not directly affiliated with a particular ruling party, then he should pay a heavy amount of donation in advance to be rewarded on the said post. To get an appointment in the constitutional bodies or autonomous bodies or ambassadorial position, one should be either a relative of the supreme leader of the ruling party or be thea member of the ruling party or be able to pay commission to the supreme leaders. Even in other political appointments including the appointment on any government undertakings, and also for the government officers seeking lucrative posts, they are needed to pay commission in advance to the party leaders in the government. In a recent report, it has been disclosed that the Prime Minister’s Office and PM's confidants have taken a keen interest in the transfer of government officers. It is clear that nothing is free in the present system. In such a circumstance, can we imagine an independent personality could become a governor or else? Even if governor Adhikari is affiliated with the UML, it is not odd and in case Adhikari will be forced to quit the job, another person will become governor from the parties in the alliance. Such a practice will continue until the removal of the existing system.
