By Our Reporter  The row between the Nepal Bar Association and Chief Justice Cholendra Shumsher JB Rana has deepened further with the Bar deciding to launch a nationwide protest against CJ Rana. Similarly, Justices within the Supreme Court have stood against CJ Rana. Both the Bar representatives and the SC justices as well as the civil society leaders and even politicians have suggested CJ Rana step down, but the latter has outright rejected to quit. The dispute surfaced after Prime Minister Sher Bahadur Deuba appointed Gajendra Bahadur Hamal as a minister. Hamal, brother-in-law of CJ Rana was rumoured to have been appointed in the quota Rana. Though Hamal resigned two days after his appointment, the issue has put the CJ in a difficult position. He has already been isolated in the SC itself. However, not only the appointment of Hamal has dragged CJ Rana into controversy. He was rumoured to have his share in the appointments in constitutional bodies. When he denied hearing the cases filed against the officials appointed in the constitutional bodies by the KP Sharma Oli-led government and when he sought a ministerial berth in the Cabinet later, the lawyers and civil society united to oust him, which was backed by politicians as well. But interestingly, CJ Rana has been indirectly backed by the leaders of both the ruling and opposition parties. Of course, it is the political backing that has saved the CJ till date despite deepening the crisis in the entire judicial system. Government appoints three new province chiefs, names three ambassadors The government has appointed three Province Chiefs by sacking the chiefs appointed by the previous government led by KP Sharma Oli. President Bidya Devi Bhandari Tuesday appointed the new province chiefs in Province 1, Karnali Province and Sudurpaschim Province on the recommendation of the government. According to a press statement issued by the Office of the President on Tuesday, the President appointed Parshuram Khapung of Terhathum as Chief of Province 1, Tilak Pariyar of Banke as Chief of Karnali and Devraj Joshi of Bajura as Chief of Sudurpaschim Province. Earlier, the President relieved Province 1 Chief Somnath Adhikari ‘Pyasi’, Karnali Province Chief Govinda Kalauni and Sudurpaschim Province Chief Ganga Prasad Yadav according to Article 165 (1) of the Constitution on the recommendation of the government. Pariyar was removed from the post of the Chief of the Province 2 by the KP Sharma Oli-led government in February this year.   Earlier, before the Prime Minister left for Glasgo, the government had recommended three names for their appointment as ambassadors to India, the United States of America and the United Kingdom. A Cabinet meeting had recommended Dr Shankar Sharma as ambassador to India, Gyan Chandra Acharya to the United Kingdom and Prof. Shreedhar Khatri to the USA. Similarly, the ruling parties are preparing to pick 20 other ambassadors. The present government led by Sher Bahadur Deuba had called back all ambassadors appointed in political quota. Differences between Deuba, Prachanda on MCC Prime Minister Sher Bahadur Deuba and Maoist Centre chairman Pushpa Kamal Dahal have expressed contradicting views on the Millennium Challenge Corporation (MCC) grant of the USA, clearly hinting that they have differences over the development grant of Rs. 55 billion to be provided by the USA. When Prime Minister Deuba said that he and Prachanda sent a letter to the USA agreeing to accept the MCC. But Prachanda refuted it. Moreover, the Maoist Centre on Tuesday decided not to endorse the MCC as it is. These two incidents clearly showed that leaders of the ruling parties are still divided over MCC grant.
