Kathmandu, 31 October: Communist Party of Nepal General Secretary Netra Bikram Chand Biplav has said that the parliamentary system has failed. Inaugurating the 4th National Conference of the Youth Organization of Nepal at Ghorahi in Dang on Saturday, General Secretary Biplav claimed that the parliamentary system was more about establishing the rights of the people, instead, it has usurping the rights of the people and only fattening the leaders. He was of the view that the next political system should be based on the mandate of a referendum. He said that they would take part in the polls in such a situation. Stating that the state power is in crisis now, Biplav said that it was unfortunate that the question has been raised against the court. He claimed that the CPN-UML, Nepali Congress and UCPN (Maoist) did not want to return power to the people even after coming to power. He said that all are involved in corruption, delays and bribery but the people's rights and justice were not being taken into consideration. Leader Biplav said that US assistance through MCC can be accepted but that should not be linked with any gains. He also lamented the failure to implement the agreement reached with the government.
