The first statute convention of the main opposition party, CPN-UML, concluded on Sunday finalising the party’s policies for the next four years and further consolidating the power of chairman KP Sharma Oli in the party.
The three-day statute convention held at Godavari, Lalitpurnot only endorsed three documents, including statute proposal, political document and structure report, along with their amendments, but also established its chairman Oli as the only powerful leader in the party.
In the three-day conclave, Oli was portrayed as God with his dummies of different sizes standing everywhere in the convention venue and even on the bottles of mineral water.
Of course, after Madhav Kumar Nepal and Jhalanath Khanal quit the party, there is none in the UML to challenge Oli. And if anyone dares to challenge him, he is sure to be cornered. Indeed, the UML has now emerged as a private company of Oli as anything he wants, he can easily endorse from the party. This is why many have termed the UML not a communist party now.
During the three-day statute convention, the party defended the dissolution of the House of Representatives as a right move although the Court termed the move unconstitutional. Even the 10 leaders who joined the Oli-led UML at the eleventh hour, had to agree with what Oli said although they had taken to the street to protest against the House dissolution.
Obviously, the first statute convention of UML became a platform for Oli to show his strength as over 6,000 delegates from across the country participated in it and all of them took Oli as their only unchallenging leader. Oli also hinted that Shankar Pokharel will be his heir as he let the latter read out his political document.
The convention decided that the party will have 15 office bearers, including one chairman, five vice-chairmen including one senior vice-chairman, one general secretary, one deputy general secretary and seven secretaries. There will be a secretariat of the office-bearers.
On the last day of the convention, chairman Oli had claimed that UML would return to power after the upcoming general elections.
Stating that the UML must win the local, federal and provincial elections to form a strong government with a majority, Chairman Oli instructed the party ranks to start preparations accordingly.
He also announced to leave the leadership only after strengthening the party.
“I will not do anything wrong against the party and the country. The UML will get a majority in the upcoming election to be held after 15 months,” he added.
He criticised the current government as well as Madhav Kumar Nepal and Pushpa Kamal Dahal in his addresses at the convention.
The party will have a 45-member standing committee and a 225-member central committee. However, Politburo will no longer exist in the UML.
The party statute has put forward an arrangement of 70-year retirement age and two-term limitation for those working in executive bodies.
Similarly, the UML has modified the party's official logo. The modified logo has a golden hammer and sickle against a red background inside the sun.
Similarly, the UML has also simplified the process of issuing party membership.
The party has also formed a 15-member central election commission led by Bijay Subba.
