Kathmandu, 5 October: Prime Minister Sher Bahadur Deuba has taken the issue of rectification of the Millennium Challenge Corporation (MCC) from the parliament as an issue as the American grant cooperation was inked when he was the prime minister earlier. Deuba, when he was the opposition party leader in the parliament when K.P. Sharma Oli was the prime minister, had put pressure on Oli to rectify the American grant project from parliament. Oli had attempted to rectify the project from parliament but due to the non-cooperation from the senior leaders in his party and non-cooperation from the speaker, he became unsuccessful in rectifying MCC from parliament. Oli had assigned Yubraj Khatiwada, a confidant of the Westerners, as the finance minister and Khatiwada had said that at any cost MCC will be rectified, sooner or later. Since his government was toppled down, Oli has remained silent on MCC. He said that the ruling parties in the alliance government should make clear about MCC. Deuba believes that if MCC is rejected, Nepal’s relations with the USA may turn cold. Deuba also believes that Nepal can be isolated from the Western community and different aid agencies including the World Bank, International Monitory Fund, Asian Development Bank. Without foreign aid, Nepal cannot retain its economy, Deuba believes. However, partners in the alliance government, Madhav Nepal and Pushpakamal Dahal Prachanda are saying that MCC cannot be rectified in as-it-is terms and conditions. Baburam Bhattarai, however, is in favour of the adoption of MCC from parliament. Bhattarai had tweeted that MCC and other foreign grants and aids have to be rectified by the parliament. Of late, Deuba is seeking opposition party leader Oli’s support in rectifying MCC. Deuba sent his special envoy Gyanendra Bahadur Karki to meet Oli and Karki met Oli for the third time. As Deuba is unhappy with Nepal and Prachanda on the issue of MCC rectification, the alliance government may face a problem due to the American grant project, say observers.
