The House of Representatives (HoR) on Monday and the National Assembly on Tuesday endorsed the annual ‘Appropriation Bill’ with majority votes amidst continuous obstruction of the main opposition CPN-UML in the federal parliament. The certification of the House has granted legal rights to the government to make expenditures.
The Lower House directly entered into its business amidst the obstruction of the opposition on Monday and endorsed the Appropriation Bill to replace the ordinance budget that was brought for the year by the previous government. The HoR also approved some drafts of dependent bills to the Annual Appropriation at the time.
With this certification, the possible risk of the budget holiday was circumvented maturely and the government got legal rights to make expenses and borrow national loans for the year.
Minister for Finance Janardan Sharma presented ‘Appropriation Bill-2021’ for consideration in the National Assembly (NA) on Tuesday amidst obstruction of the main opposition CPN-UML.
Sharma was able to table the bill in the second meeting of the Upper House today because the first session of the House got adjourned for sometimes due to the obstruction.
Lawmakers of the opposition party continued their protest against the Speaker of the Lower House when the Finance Minister tabled the bill.
When the House session began, lawmakers of the opposition party covered the well and chanted slogans. And the Speaker asked lawmakers to participate in the inter-ministerial budget discussion. Nobody except Prem Suwal from Nepal Workers and Peasants’ Party participated in the discussion in the Lower House on Monday.
Finance Minister Sharma presented a replacement bill on September 10 to replace the budget ordinance brought by the previous government on May 29.
The House of Representatives had forwarded the bill of the year with a message on Monday for further certification process immediately after it endorsed the bill with majority votes in the Lower House.
