By Our Reporter Prime Minister Sher Bahadur Deuba has been unable to expand the Cabinet even two months after his appointment as the Prime Minister. Now he has been running government affairs with only four ministers and one state minister. It is said that the expansion of the Cabinet was delayed fearing further split in Janata Samajwadi Party-Nepal as many of its lawmakers could split the party if they do not get the ministerial posts. Thus, JSP-N chairman Upendra Yadav is said to be urging the Prime Minister to expand the Cabinet only after deactivating the Ordinance that was introduced to allow Madhav Kumar Nepal to split the CPN-UML. Again, the dispute within the ruling Maoist Centre as to who should be sent to the government has also delayed the expansion. Although the top leaders have been holding meetings almost every day, they are unable to pick the ministers. Prime Minister Deuba held a meeting with Pushpa Kamal Dahal and Madhav Nepal on Tuesday regarding the expansion of the Cabinet. He also met Jahalanath Khanal of the CPN (Unified Socialist) on Monday to discuss the same. Again,  PM Deuba is giving more priority to pass the replacement bill of the budget from the parliament, which the UML has been obstructing, and to sort out the active membership row in 10 of the 77 districts where the ward level convention should be held by Tuesday next week. UML continues to disrupt House process CPN-UML, main opposition party in the parliament, has been continuously obstructing the session of the parliament since Wednesday, the first day of the session. The angry UML lawmakers protested violently in the first two days of the session. They tried to physically assault Speaker Agni Sapkota, Home Minister Bal Krishna Khand and Finance Minister Janardan Sharma. They snatched mikes and tried to hurl at the Speaker. They climb the security men in a bid to reach the podium. One of the lawmakers even bit a security man. But when the violent activities of Wednesday and Friday, drew flaks from media, CPN-UML chair Oli on Sunday asked his lawmakers to obstruct house peacefully. As a result, they did correct their activities on Sunday and Tuesday. Although Speaker Sapkota called an all-party meeting on Sunday to end the row, UML boycotted it. The government presented and endorsed the budget replacement Bill amidst the obstruction of the UML lawmakers on Friday. The CPN-UML is unhappy with the Speaker for not suspending its 14 lawmakers, including Madhav Kumar Nepal, who has now opened a new party CPN (Unified Socialist). Minister for Finance Janardan Sharma tabled the proposal of ‘Replacement bill 2078 in the House of Representatives amidst obstruction. Although the Bill should have endorsed by Wednesday, the House has been postponed to September 20.
