Prime Minister Sher Bahadur Deuba has again exhibited his incompetency which former King Gyanendra had noted 19 years ago in 2002. It is evident from the fact that he has been unable to expand the Cabinet even 51 days after he assumed the office of the Prime Minister.
Although he had the newly formed CPN (Unified Socialist) which was in the process of formation until a week ago, and the Janata Samajwadi Party-Nepal as an excuse for the delay, now the issues are no more obstructing the expansion. He could expand the Cabinet even by inducting the ministers from the Maoist Centre and NC, but he did not, because he is unable to pick a minister from his own party. Moreover, when the people as well as the cadres of the opposition parties had expected that he would appoint Gaggan Kumar Thapa as health minister, he thwarted the expectation and appointed Umesh Shrestha as state minister, which clearly hinted that Deuba would not work as per the aspirations of the people.
When the coalition parties have started fighting for the important ministers, the Paudel faction has warned Deuba not to expand Cabinet till September 7, probably fearing that the appointment of ministers may influence the results of the ward level party convention.
The Nepali Congress is holding its ward level convention on Friday. And if Deuba wanted to abide by the warning, the cabinet will not be expanded for one week more.
Darchula incident in presence of SSB: Report

The government has clearly hinted at the involvement of the Sashastra Seema Bal (SSB), the border guarding force of India, in the missing of Jaya Singh Dhami of Darchula district in the Mahakali River on July 30.
A probe committee was formed to investigate the disappearance of Jaya Singh Dhami of Darchula ensured the presence but the report is silent on the latter's involvement in the incident and suggested further investigation to prove the SSB officer's involvement in the case.
The Committee submitted its report to the government Tuesday evening pointing that the incident happened in the presence of the officers of the Sashastra Seema Bal (SSB).
The five-member committee headed by Joint Secretary Janardan Gautam of the Ministry of Home Affairs submitted the report to Minister for Home Affairs Bal Krishna Khand at the Ministry.
The government had formed the committee on August 1.
Although the report did not explicitly show the involvement of SSB in the heinous crime, it pointed fingers at them and suggested accordingly to take diplomatic initiatives to resolve the problem, book the culprits and compensate the families of the victims.
SSB officers over the years have been terrifying and even killing the Nepali people at the border. Dhami was the last victim of the cruelty that the SSB men have been showing against the Nepali people of the border.
“The report has recommended the government to take diplomatic initiatives for legal action against the perpetrators by investigating the involvement of the SSB officers as the incident had occurred in their presence, and provide proper compensation and relief to the families of Dhami,” reads the press statement issued by the Home Ministry.
Deceased Dhami, a permanent resident of Byas Rural Municipality-2 of the district, fell into the river on July 30 while he was crossing the Mahakali by clinging onto a rope (Tuin) at Malghat to arrive in Nepal. SSB men had snapped the rope he was clinging on when he reached the middle of the flooded river.
The Home Ministry had formed the committee including Deputy Inspector General of Police Purushottam Kandel, Director of National Investigation Department Hutraj Thapa, SSP Suresh Kumar Shrestha of the Armed Police Force and Assistant Chief District Officer of Darchula Jyotsana Bhatta as its members.
The members have prepared the report based on the incident by conducting on-site monitoring, meeting the victim's family members and talking to the eyewitnesses.
On the same day of the incident, the Indian side had written a letter to the Chief District Officer of Darchula stating that SSB officers were not involved in the incident.
