After serving for two years, Navin Kumar Ghimire got retirement from the chief of the Commission for the Investigation of Abuse of Authority. However, Ghimire failed to leave any impression while leading the anti-graft body. Instead of trying to catch the big fishes who misused billions of rupees, he targeted the low-level employees and nabbed them for taking bribe of Rs. 1,000. A few honest employees were compelled to commit suicide during his term as they were unnecessarily portrayed as corrupt civil servants.
Similarly, Ghimire was used by Prime Minister KP Sharma Oli to punish the political rivals and protecting the leaders of the ruling Nepal Communist Party. The cases of Baluwatar land and aircraft purchase are two examples of this. When the CIAA led by Ghimire did nothing to NCP general secretary Bishnu Paudel who purchased the land of Baluatar and Madhav Nepal who decide to sell the land when he was prime minister. But he filed a case against Bijay Kumar Gachchhadar, who was only the minister in Nepal-led cabinet. Late Rabindra Adhikari and Gokul Baskota were not touched by Ghimire even though they had had their hands in big corruption.
Of course, Ghimire left the CIAA as the weakest chief in its history as he worked only as a puppet of PM Oli throughout his term in the office.
