The House of Representatives is sure not to get a new Speaker at least for a fortnight, thanks to the differences in the ruling party to pick a common candidate to the post.
When chairmen KP Sharma Oli and Pushpa Kamal Dahal failed to agree on a common candidate, the House was put off for 11 days on Tuesday.
Although a notice issued by General Secretary of the Federal Parliament said that the House was put off for special circumstances, the dispute in the ruling party over as to from which factions—former UML or former Maoist Centre—the new Speaker should be elected prompted the House postponement. Both factions have their claim for the Speaker.
As former Speaker Krishna Bahadur Mahara, who tendered his resignation after facing rape allegation, was from the former Maoist-Centre, the former Maoists have been demanded that the new Speaker should also be from them.
But Prime Minister Oli, who faced non-cooperation from Mahara, especially in endorsing the MCC, wants Subas Nembang as new Speaker, but the Maoists want Agni Sapkota or Pampha Bhusal in the key post.
Again Deputy Speaker Shiva Maya Tumhaphe, who is backed by President Bidya Devi Bhandari, has not resigned from the post and unless she resigns, NCP cannot constitutionally file its candidacy for the post of Speaker because the Speaker and Deputy Speaker should represent different parties.
When election of Speaker became uncertain, the House lacked business and was postponed.
