Kathmandu, 28 December : Kathmandu Valley's minimum temperature is recorded 0.6 degrees Celsius today,   the lowest so far throughout this year. Mercury here has been plummeting for the past few days. It was 1.2 (minimum) on Friday.Meteorologists described this as a seasonal phenomenon, not an outcome of any new weather system.
