By Our Reporter The Supreme Court had written Prime Minister Pushpa Kamal Dahal to arrest former lawmaker and Maoist leader Bal Krishna Dhungel after the latter warned of attacking judges, including Chief Justice Karki. Dhungel had said in Ramechhap that he would tear the thighs of the judges who issued verdict against him. SC Registrar NripaDhojNiraula had written a four-page letter to the Prime Minister asking him to arrest Dhungel. Niraula wrote the letter to the PM after the Home Ministry and Nepal Police remained reluctant to arrest Dhungel. Earlier, the Supreme Court last Thursday ordered the newly appointed Inspector General (IG) of Nepal Police Prakash Aryal to arrest Dhungel, an absconding murder convict, within seven days. But still Dhungel is said to be at large. A single bench of Justice Ananda Mohan Bhattarai had directed IG Aryal to issue an arrest warrant against Dhungel. Responding to a writ petition filed by lawyer Dinesh Tripathi on contempt of court case, Justice Bhattarai also ordered IG Aryal to deploy the police personnel under his command to arrest the former lawmaker. At a programmeorganised in Sainpu VDC of Ramechhap district on March 12, Dhungelhad expressed sheer dissatisfaction with the SC verdict over him and warned of physical attack against the judge issuing verdict against him. “I will not obey the SC verdict and will scrap the order against me,” Dhungel said, adding, “I will issue warrant against the Judge who issued such verdict. I will not go to jail until I punish the Judge.” During the programme, he had warned of attacking Chief Justice SushilaKarki and former Justices KalyanShrestha and KhilrajRegmi. The SC also criticised the Home Ministry and Nepal Police for not helping to implement the court’s verdict. Dhungel was found guilty of killing one Ujjan Kumar Shrestha of Okhaldhunga in 1998. The Okhaldhunga District Court had convicted Dhungel, along with eight others, in the murder case in 2004. The court had sentenced them to life imprisonment with confiscation of property. Meanwhile, the District Cour of Kavrepalanchowk on Sunday awarded a 20-year jail-term to three Nepal Army officers involved in the murder of MainaSunwar. Sunwar, a nine-grader, was killed on February 17, 2004 by meting out intense torture at NA barrack. According to the verdict, Colonel BabiKhatri, Captain Amrit Pun and Sunil Adhikari are slapped with life imprisonment. The verdict of the KavreDistrict Court has also exerted pressure on the PM to arrest Dhungel, because the NA may not allow its officers to be arrested until Dhungel is arrested as the cases of both were almost same. The DrBaburamBhattarai-led government had decided to withdraw Dhungel’s case in 2011, but the Supreme Court later had squashed the decision.
