By Our Reporter Senior orthopedic surgeon Dr Govinda KC ended his 10th round of fast-unto-death on Sunday. He broke the strike after 22 days after the government addressed some of his demands and committed to fulfilling the remaining demands in the coming days by signing a 12-point agreement. dr-kc-ends-his-hunger-strikDr. KC ended the fast with a juice drink offered by two and half-year-old MarsangTamang. It was the longest fast-unto-death ever staged by Dr KC seeking reforms in the country’s medical education sector in the last four years. Earlier, he ended similar nine strikes putting by signing agreements with the government. However, instead of implementing the agreements, the government kept on violating them forcing him to stage similar fast-unto death. This time he staged the strike after the government appointed Dr K P Singh to the post of Dean at the Institute of Medicine by violating the earlier agreement that the appointments at the IOM should be seniority-based. Singh had to tender his resignation on the 20th day of his appointment and the IOM has appointed DrJagadishAgrawal to the post as per Dr KC’s demand. His demands also included resignation of Tribhuvan University Vice Chancellor TirthaKhaniya, who had appointed Dr Singh to the post of IOM Dean. However, the government committed to form a judicial commission within 15 days to probe into the case of Khaniya. In the last four years, KC staged 10 fast-unto-deaths on row spending altogether 119 days on hunger strike. During each of his strike, demands have been the same: free the medical sector from corruption and mafias. This time, he had to wait 22 days before the authorities bowed to his demands. He undertook his first fast-unto-death in July 2012. Going back on a previous commitment, Tribhuvan University had appointed Dr KP Singh as the dean of IoM, the crucial body for providing affiliations to medical colleges and regulating them. Immediately after Dr Singh's appointment as dean, Dr KC began his hunger strike, demanding that both Dr Singh and TU Vice Chancellor Tirtha Raj Khaniya be removed from their posts. He also raised eight other demands. Dr Singh was forced to resign on Friday, the 20th day of Dr KC's fast. But his demand for the sacking of Khaniya remains unimplemented for now. Dr KC is still not convinced that the government will implement the agreement and has warned of a fresh fast-unto-death if words are not translated into action. A visibly weak Dr KC was taken to the ICU at TUTH immediately after he broke his fast. In the 12-point agreement, both sides have agreed to bring into effect a fee ceiling of Rs 3.5 million for MBBS studies in Kathmandu Valley and 4.2 million outside the Valley for this year. Similarly, the fees for BDS has been fixed at Rs 1.9 million. However, it looks likely that the government, which is often dominated by corrupt politicians, may again violate the agreement forcing Dr KC to stage his 11-round of strike within a few months because agreements are made in Nepal only to be violated.
