The agenda of constituent assembly was not a Nepali agenda. Immediately after dawn of democracy in 1950, India had tried to impose the election of constituent assembly. So far, visionary leaders of that time, after knowing the Indian conspiracy, escaped this design. Once, late Govinda Biyogi, senior journalist, had said to this scribe that after holding a meeting with the then prime minister Tank Parsad Acharya, he gave up the campaign for holding constituent assembly. When Biyogi was campaigning for constituent assembly election, he was called by Acharya and Acharya had convinced Biyogi that the constituent assembly election would end Nepali identity. During that time, democracy was just introduced and Acharya had believed that India could buy Nepali leaders and could annex Nepal into India through the Nepali leaders purchased by the Indians from the constituent assembly, Biyogi had informed this historical fact to this scribe. Since then, Biyogi was convinced and he never campaigned for holding constituent assembly election.
Immediately after the 2006 April uprising, another patriotic person late Saradchandra Shah had expressed the sorrow that after 56 years, Nepal has defeated a great war on her existence. He had remarked to this scribe that India was able to fulfill her interests from which our sovereignty and independence would face a serious threat. Shah is no more today but he had already forecasted the impact of the 2006 April uprising.
Look at the political developments that took place after the 12-point agreement! Dramatically, the two enemy political forces – seven democratic parties having belief on parliamentarian democracy and the then terrorist declared extremist Maoist had endorsed the agreement under the convenorship of the Indian external affairs officials and intelligence officials. The then joint secretary Ranjit Rae, who was actively associated in endorsement of the 12-point agreement, is currently the ambassador here.
The political leaders empowered after the 2006 April uprising, fulfilled one after another Indian concerns including distribution of Nepali citizenship to above 4.3 million Indians. The political leaders decided to go for constituent assembly election as per the Indian direction. The constituent assembly occupied with majority of the nominated leaders (claimed to be elected through proportional election) decided to declare Nepal a secular republic. The CA-2 wrote a constitution but the Indians were not satisfied from the constitution and those India puppet leaders amended the constitution immediately after its promulgation. Yet, the Indians were not satisfied from the amendment and now the very Indian puppet leaders are trying to amend the constitution for the second time. The Madheshi (I wish to say them Madheshi as they are originally from India and they believe India as their motherland. Otherwise, people living in plain land are called Tarai people.) leaders, who are dancing to the tune of India, are less bothered about encroachment of Nepali soil from Mechi to Mahakali; they are less bothered about inundation of fertile agriculture land of the Tarai people in Nepal-India border area; they are silent on the issue of Susta and Kalapani; they are silent on the plight of the Tarai people but they are concerned about giving all rights to the naturalized citizens; they are seriously concerned about separation of the Tarai districts from the hill districts; they are concerned about replacing Nepali language by the Hindi language. The Indian design is very much clear. India wants to grab Nepal on installment basis – first grabbing the Tarai area and later the Hill areas. Madheshi leaders like Mahanta Thakur, Rajendra Mahato, etc. are demanding to declare Nepal as a country having multiple nations. They are warning that if their demands are not addressed, they are going to split Nepal.
Indian ambassador invited the Madheshi leaders for lunch and asked them to support the present constitution amendment move. Indian External Affairs Ministry spokesman commend the Dahal-Deuba move to amend the constitution as an “important step”. On the other hand, against the government move, demonstrations are taking place in the proposed No 5 province. Human sea was witnessed in Butwal against the amendment. Even though, India puppet Dahal is hopeful that he will be able to amend the constitution with the support of the Indian envoy.
Understandably, the Maoist insurgency in Nepal was supported and funded by India to fulfill the Indian mission. Today, Maoist leader and supreme commander of the Maoist “people’s war” is the prime minister here and the Nepali Congress headed by Sher Bahadur Deuba, who has become the Indian puppet, is the partner in the government. They are trying their best to serve the Indian interests. They are considered as the new avtar of Lhendup Dorje, who had supported India in annexation of Sikkim.
Referendum is the best democratic system to know the people’s consent but as the foreign puppets in the power are well aware that the people are against the present constitution and majority of the population are against secular, federal republic, the foreign puppet leaders are avoiding referendum and trying to impose these foreign agendas.
Since endorsement of the 12-point agreement, the political trend started to move towards a wrong direction. If we walk further on this path, it is sure, we will be facing further crisis and inviting split of the nation. Now, if we want to save the nation, we should return to the 1990 constitution. There is no other option left except from moving back to the pre-12-point agreement era.
