Corruption is the disease of the world. On 31 October 2003, the United Nations drafted a convention against corruption and finally it was singed on 9 December 2003, one hundred and ninety-four countries of the world are the parties of this convention. Article 5 to 14 of this convention is focused on the prevention of both the public and private sector corruption and Articles 15 to 44 has made corruption a crime and immediate enforcement Articles 43 to 49 are about international cooperation. Articles 51 to 59 are about asset recovery from the criminals.
In Nepal, there are different laws for the prevention of corruption and there is a constitutional body commission for the investigation of abuse of authority. It has six commissioners headed by a chief commissioner with its secretariat. The Transparency International has ranked Nepal as one of the worst corrupt country in the world. It has extensively reported that there is a random corruption in all the sectors of Nepal, the worst is in politics.
Recently an impeachment motion has been registered in the Nepali Parliament against Lok Man Singh Karki, chief commissioner, CIAA.MPs belonging to theMaoist Centre and Unified Marxist Leninist (UML) had registered the impeachment motion in the parliament. Nepali Congress, largest party in the country is in its internal debate, whereas, the Tarai based parties are in support of Karki.
Nepali judiciary and mainstream medias like Kantipur are against Karki. Some of the professionals like senior advocate Bal Krishna Neupane and senior journalist like YuvrajGhimire had challenged the authorities saying that endorsement of the impeachment motion would further encourage corruption practices.
Journalist like HariBahadurThapa of Kantipur, advocates that Karki was misusing the power massively for his self-interest. Dr Govinda KC a medical professor is on fast-unto death strike against Karki. Thus the Nepalese society is totally divided.
Senior advocate Neupanehas alleged that since 1989, after the so-called democratic moment in Nepal, corruption practice was systematically introduced. UML leader and former Prime MinisterGirija Prasad Koiralasold almost all key public-sector enterprises with huge commission.
Meanwhile, Dr S. Shah has claimed that fifteen thousand small scale industries were closed ten thousand medium scale and most of the Agro-based-industries were closed since introduction of the multi-party democracy. After closure of the industries, the Nepali rulers started selling their young boys and girls in the different parts of the world. Rich Nepali youths are being exported to North America, Europe and Japan in the name of education consultancy, whereas, poor youths are being sold in the Gulf countries in the name of overseas employment. Most of these slave masters are the ruling elites. Young Nepali girls are being sold abroad asprostitute, dancer or waitress. Now the Nepali elites are selling their kids.
According to professorJacob of the United States,three hundred thousand North America and European are looking for adaptation, most of them are abused physically and sexually. In this lucrative market agents are selling these orphans in thirty thousand dollars.
BeenaPariyar of Nepal has explained her vivid pain,suffering and agonies in global place from the United States where she was forced to make blue film for her American boss. Another vital corruption in Nepal, as Interpol Officer claims, is selling of human organs, such as liver,heart,stomach,etc. which do not die immediately after the death of human beings, so they are sold in American and European markets in huge price. Nepali authorities and their medical staff are heavily involved in selling the human organs.
A famous American archaeological professor John Davis states that Nepalisare famous for selling their cultural heritage to London,New York and Brussels antique market. Rhino expert Dr Lewis of South Africa explains that how one horn rhinos are being killed and smuggled to China from Nepal. These are only few examples of corruption which are committed by Nepalese authorities.
Nepal was in civil war from 1996 to 2006, launched by the Maoist. During this civil war seventeen thousand innocents people losttheir lives, thousands disappeared. Billions of properties were destroyed but at the same timethe Maoists were robbing the banks, closing industry and raising force donations from poor people. Ones they came in power in the name of peace settlement, they looted twenty billion Nepali rupees, now that money is without audit.
In Nepal, there are eighty-seven thousand INGOs and NGOs and they are mainly cadres of the Unified Marxist Lenin Party(UML). They are getting money from different sources, who want to satisfy their own motives in Nepal. As senior advocate Neupane says, they are the headaches for neighbouring countries.Minister for Energy Janardan Sharmawho is one of the applicants for the impeachment against CIAA chiefKarki, says that, Karkiwasruling a parallel government, whereas, ShankerPokharel, another veteran communist leader, says that he is themost corrupt person.
In conclusion, Nepali judiciary, politicians and bureaucracy areheavily involved in corruption and there is no effective action in curbing corruption. Therefore, now-a-days, commoners have started to say that such anarchy could be controlled once the institution of monarchy is restored. After abolishment of the institution, the country is witnessing anarchism and thus forrestoration of peace, tranquillity and prosperity, there is the need for restoration of monarchy.
