By Our Reporter 20141201house-panel-summons-ciaa-chief-2nd-time-600x0Deliberations on the motion of impeachment against Chief (now suspended) of the Commission for the Investigation of Abuse of Authority (CIAA), Lokman Singh Karki has been going on in the Legislature-Parliament with some NC lawmakers seeking clarifications from the CPN-Maoist Centre and UML leaders for the haste made to register the impeachment motion against Karki. Even outside the parliament, a group demonstrated opposing the impeachment motion stating that the motion was registered fearing the CIAA would catch the big fishes in its bid to control corruption. Indeed, the motion was registered when Karki hinted at taking action against the Maoist and UML leaders and the leaders of these two parties had hurriedly registered the motion. While Prime Minister Pushpa Kamal Dahal feared whether the CIAA would start investigation into the misuse of the fund allocated to the Maoist combatants while many UML leaders were accused of amassing wealth. Taking part in the deliberations on Monday lawmaker Mohan Bahadur Basnet expressed his displeasure at the process taken in introducing the motion to the House. The ruling partner was not informed while presenting the impeachment proposal against the CIAA Chief, he said, adding he sees problem within the motion itself. Yubraj Gyawali claimed that the proposal was brought as per the constitution and the Legislature-Parliament work operation regulations, urging all lawmakers not to harbour doubt on its intention and vote for it. Alleging Karki of insulting the parliamentary committee, contempt of court, disobeying the people's representative body and of giving psychological torture to employees and terrorizing the public, he said such activities by the CIAA chief compelled lawmakers to move a motion of impeachment against him. Shyam Kumar Shrestha said none in the country is above the law and the impeachment motion is meant for bringing that person misusing the authority to book. He called on his colleagues to take an appropriate decision to this regard. Shibalal Thapa, describing Karki's appointment itself as a wrong move, said political parties have a time for making the correction of their mistake through the impeachment motion. He asserted that leaders of three major political parties should inform the House about the reasons for Karki's appointment as the CIAA chief.
