By Our Reporter nepal-politics-government_a2b6a47e-79b8-11e6-8cf4-f1fcbcc69a66Prime Minister Pushpa Kamal Dahal made plans and programme of his government public while addressing the Legislature parliament on Thursday.  However, he did not reveal anything about the funds required to materialize his plans and programmes, which looked populists. Many audience and lawmaker who listen to his nearly an-hour-long speech were confused whether Prime Minister Dahal was presenting the annual policy and programmes of the government because such policy and programme  of this year was presented by President Bidya Devi Bhandari before Dahal replaced KP Oli in a dramatic move a month ago. Consequently, it drew criticism from the CPN-UM, the main opposition party. Former Prime Minister Oli compared the presentation of the policy and programme by PM Dahal as peacock dance while other leaders of the party dubbed the Prime Minister’s commitment as mere wishful.  The party even demanded reason from PM Dahal for his address. Although PM Dahal had focused more on the amendment of the constitution, which he claimed to be a panacea for all the problems faced by the country, he also included some populist programmes like producing 150 MW solar power in the next six months. The Prime Minister revealed a plan to provide as much as Rs. 800,000 to each victim of the earthquake including a grant of Rs 100,000 to them. He said that the work to build a structure for petroleum storage in all seven provinces and the Raksaul-Amalekhgunj Pipeline would be started soon. The Prime Minister also said that bus services would be operated in the major cities of the country within six months through the respective municipalities. The resumption of the construction works of the Hulaki Road and the Kathmandu-Terai Fast Track was also included in his speech. He  also promised to build one university each in all seven provinces. His speech in the parliament, however, left no impression on public. When the earthquake victims are unable to get even Rs 150,000, his promise to give them Rs 800,000 came as a joke for many people. Above all the government has no fund to realize the plans revealed by the PM. “It was a tactic only to deceive the people,” an UML leader said immediately after the PM concluded his speech and left the parliament building.
