Even a week after becoming the prime minister, Pushpakamal Dahal has failed to expand his cabinet due to internal rift in the Nepali Congress and his own party CPN-Maoist Centre.
However, Dahal added three ministers to his tiny cabinet from the fringe parties on Monday. He appointed Deepak Bohora and Bikram Pande of the Rastriya Prajatantra Party and Jaydev Joshi from the CPN Samyukta as ministers without portfolios in his cabinet. All the three ministers also took the oath of office and secrecy from President Bidya Devi Bhandari on Monday.
Earlier onThursday Dahal had appointed five ministers including two deputy prime ministers before he took oath of office and secrecy from President Bhandari. Nepali Congress leader Bimalendra Nidhi and Maoist leader Krishna Bahadur Mahara were appointed Deputy Prime Ministers, Ramesh Lekhak (NC), Daljeet Shripali (Maoist) and Gaurishankar Tharu (Maoist) were appointed ministers in the first lot.
As many leaders of the two ruling parties have shown their interests to become the ministers, NC president Sher Bahadur Deuba and PM Dahal have been finding it difficult to select the ministers.
NC has formally decided to not appoint ministers from the party until the ongoing 11th general convention of the Nepal Students Union concludes. It means no minister from the NC will be inducted for at least a week.
Many NC leaders are not happy with Deuba’s decision to accept Dahal’s leadership in the government and appointment of Nidhi to lead the NC in the government has further increased Deuba’s enemies within his faction. Arjunnarasingh KC, who joined the Deuba camp in the eve of the party’s 13th general convention and contested for the post of general secretary, refused to become minister after Deuba did not let him lead the party in the government. Krishna Sitaula also wanted to lead NC in the government and when he was denied the leadership role, he is also not happy with Deuba.
Influential leader Khum Bahadur Khadka who had played a key role in Deuba’s victory in the 13th general convention of the party, has openly challenged Deuba’s decision to agree to from the new government under Dahal’s leadership. He has been demanding that he be appointed vice chairman of the party and his wife Sheela Khadka as minister. If Khadka ‘s demand is not met, he is likely to desert Deuba camp which may put the camp in minority within the NC.
Even Deuba who had promised to grant the portfolio of Foreign Affairs Ministry to Dr Shekhar Koirala has been hesitating to keep his words. When Deuba has been unable to please the leaders loyal to him, rival faction led by Ram Chandra Poudel has been demanding that 40 per cent of NC ministers should be from their camp. Poudel has threatened Deuba of bad consequences if their demands are not met. As such selecting ministers has become the toughest task for Deuba.
The condition of PM Dahal is also not different. This is why he has appointed only three ministers from his party even in a week he took the oath of office.
