Just recently, the Shajha Prakashan has handed over a memorandum to the government urging rescue of the Publications from its crisis for survival. The management there has asked the government to exempt all the old debt otherwise, it has warned to dispose its assets to clear the debts.
Visionary leader king Mahendra, with the purpose of all sector development of the country, had established many institutions including Royal Nepal Academy, National Dance Theater, Janak Education Materials Cetnre, Shajha Prakashan, Shajha Yatayat, among others. Shajha Prakashan was established for publishing literary books with the aim of promoting national literates. Janak Education Materials Centre was established for publishing textbooks for schools. As it was understood that the institution publishing literary books won’t make profit, the government had assigned Shajha Prakashan as the sole distributer of the publications published by the Janak Education Materials Centre. In this way, both the institutions were running in profit.
After introduction of the multiparty democracy, both the institutions started to face loss due to the political intervention including political recruitment and also uncontrolled corruption practices. Therefore, to rescue these institutions, and also other government undertakings, first of all the government run by political parties should stop political intervention. Strict regulations should be formulated to end corruption. Furthermore, to support such non-profitable institutions related to culture, education, religion, literature, fine arts, sports, etc. sectors, the government should develop a fund by operating lotto. In Nepal, the political elites believe that lotto is a kind of gambling but in other developed countries including London, the US, China also, the concerned governments have introduced lotto to support such organs. Therefore, Nepal can also follow the same practice to support such sectors.
