By Our reporter Both the ruling and opposition parties have opposed the constitution implementation action plan of the government. A meeting of the Council of Ministers on last Thursday endorsed the statute implementation action plan, which the government intends to complete by January 24, 2018. The action plan includes holding the local polls within December 15 this year, general elections within January 2018, appointing provincial chiefs and assigning the temporary capitals of the provinces, formation of separate language commission and drafting of acts relating to Justice Administration among others. The Action Plan, which the main opposition NC claimed was made public without consulting them, also have plans to introduce acts relating to constitutional bodies and commissions. Altogether 138 new acts are required to implement the new constitution while 315 acts need amendment. However, leaders of NC and even the ruling CPN-Maoist Centre have strongly opposed the action plans, especially the provisions of holding local polls and general elections. NC president Sher Bahadur Deuba said that holding local election in the existing situation was impossible. Speaking at a function in Nepalgunj Deuba ruled out the possibility of holding local polls by December referring to the term of commission related to local body structure set to expire only in march 2017. He said the government should either dismiss the commission or defer the local polls. Elections to the local bodies, provincial and federal parliament are a must to implement the new constitution. But the government has done only little to make the elections possible. Moreover, the opposition party has stood firm in its stance to not hold the polls until UML leads the government. NC leader Prakashman Singh said that the government’s unilateral announcement of elections would not make elections possible. Interestingly, CPN-Maoist Centre, the main constituent of the present coalition government, is also against the government plan to hold the local elections. Chief of the CPN-Maoist Centre Pushpa Kamal Dahal said that the elections could not be held without forging national consensus. The government should take all parties into confidence to hold the elections at the earliest; Dahal was quoted telling journalists in Biratnagar. Dahal also pointed out the need for forming a consensus government to make the elections possible. No doubt, Dhala wants to lead the new government. When the parties are against the action plan of the government which was tabled in the parliament meeting, it looks unlikely that the political parties would succeed to implement the new constitution as expected by the people.
