The political parties, which were together to draft and promulgate the constitution in September last yearNepal-Assembly_0_0, were sharply divided over the provisions of the Houses Regulations. The main opposition NC and the ruling CPN-UML and the CPN-Maoist Centre were divided over the size of the Parliamentary Hearing Committee with the former demanding that the committee should have 75 members as in the past. However, the parties managed to break the ice following a meeting between Prime Minister K P Oli and NC president Sher Bahadur Deuba on Saturday. The two leaders agreed to finalise the House Regulation by presenting it in the parliament. They also agreed to constitute a 15-member parliament hearing committee. The formation of the Parliament Hearing Committee that was pending for months was one of the big achievements made by the parties in the last eight months. The committee will assume its works by electing its new president, especially in finalizing the names of the government recommended justices and ambassadors. The members of the hearing committee include six from NC, four from the UML, two from the Maoist Centre and three from other parties. Kul Bahadur Gurung, Chitra Lekha Yadav, Chinkaji Shrestha, Ananda Prasad Dhungana, Dr Prakash Sharan Mahat, Bal Krishna Khand, Asta Laxmi Shakya, Ganesh Man Gurung, Bhanu Bhakta Dhakal, Dharmanath Prasad Shah, Ganesh Man Gurung, Hit Raj Pande, Anita Kumari Pariyar, Yogendra Chaudhary and Sayendra Wantawa are the members of the new hearing committee. Kul Bahadur Gurung was the chairman of the committee formed earlier according to the defunct interim constitution. The parliament meeting on Sunday endorsed the draft of the Legislature-Parliament Regulations 2073 through voice vote. Chairperson of the regulations drafting committee Radheshyam Adhikari had tabled a proposal at the meeting seeking tabling of the regulations. The consensus was reached after the Nepali Congress withdrew Sub-rule 2 of Rule 194 of the draft. The proposal on the same by Ananda Prasad Dhungana of NC was unanimously endorsed by the meeting. Likewise, the meeting approved with a majority the amendment in Rule 194(2) of the draft while rejecting amendment proposals from Hari Charan Shaha, Ram Kumar Rai, Prem Suwal and Anuradha Thapa. The regulations drafting committee was constituted on October 12, 2015. But it took almost nine months for the draft to be approved by the house as a result of differences between the ruling and opposition parties. The regulations were approved after a nine-months-long effort, with most of the differences focusing around the number of members of the hearing committee. The formation of the 15-member committee now paves the way for hearing of the ambassadors and judges recommended for appointment. The parliamentary hearing committee can reject any recommendation with a two-third majority.
